Politis is a specialist management consultancy providing research and independent advice to public-sector organisations, regulators and other bodies with public responsibilities.
Our research helps organisations understand problems, assess evidence and evaluate how policies and services are working.
Our advisory work provides an independent perspective on proposals and important decisions. We examine the evidence, question assumptions and consider whether alternative approaches might better achieve the intended outcome.

Founder
Dr Thom Foreman
Thom founded Politis in 2021, drawing on his experience in public-sector leadership, research and decision-making.
He spent approximately six years as a Town Clerk and Chief Executive and previously held research and scrutiny roles at Cardiff Council.
His professional experience also includes judicial responsibilities, service as a Board Member and Chair of a prison oversight board in a British Overseas Territory, and appointments as Chair and Member of Independent Decision-Making Panels at the Bar Standards Board. He is also a member of the Policy Press Advisory Board.
Alongside his consultancy work, Thom has undertaken academic research and teaching in management, leadership, research methods and decision-making.
He holds a PhD in Social Policy, an MA in Law and a BA in Politics. He is a Chartered Manager and Fellow of the Chartered Management Institute, and holds PRINCE2 Agile Practitioner and Professional Scrum Master qualifications.
His work combines practical experience of organisational leadership with research expertise and an understanding of how decisions are made.
